Looking to identify some old plates

Bands, chains, wraps, straps, racks... are you sure this is training related?

Looking to identify some old plates

Anyone know who made these plates? When?

Notice the "1" and "2" stamped on the front of each.

Backs are plain, flat, no mill or lathe marks.

No idea who made them or when, but here's a similar set that was for sale on ebay. These have the stamped numbers as well.
